BACKGROUND:

In July 2007, the School Board authorized and directed staff to undertake two boundary studies: 1) Springfield Estates/Forestdale Elementary Schools and, 2) the West County High School study which includes Chantilly, Herndon, Oakton, South Lakes, and Westfield High Schools. Also included in the study is the Madison High School attendance area island north of the Dulles Access Road and its feeder schools which impact Hughes and Thoreau Middle Schools and Sunrise Valley and Wolftrap Elementary Schools.

KEY POINTS:

The Springfield Estates/Forestdale Elementary School Study implements the return of an attendance island (Springfield Crossing Apartments) that had been administratively assigned to Springfield Estates, to its base school Forestdale Elementary.

The West County Boundary Study addresses programmatic issues related to low and high enrollment schools by adjusting enrollments between South Lakes High School, which is under-enrolled, and Chantilly and Westfield High Schools which have high enrollment.

RECOMMENDATION:

1. That the School Board approve a boundary adjustment for Springfield Estates Elementary School and Forestdale Elementary School as shown in Appendix A.

2. That the School Board approve a boundary adjustment for South Lakes, Oakton, Chantilly, Madison, and Westfield High Schools as shown in Appendix B.

3. That the School Board approve a boundary adjustment for Thoreau and Hughes Middle Schools and Wolftrap and Sunrise Valley Elementary Schools as shown in Appendix B.

BOUNDARY ADJUSTMENT RECOMMENDATIONS

In October 2002, the School Board adopted revised Policy 8130.5 governing the adjustment of special program center locations and school/program attendance areas. The policy requires that, under most circumstances, conditions necessitating program location or attendance area adjustments be evaluated jointly with the affected communities. Solutions emerging from the “Community Boundary Town Meeting” process are to be recommended to the School Board for public hearing and action. The recommendations contained in this agenda item reflect input from a series of community town meetings conducted to review adjustments to attendance areas of existing schools. Meetings were announced via press release, mail outs, “backpack” and “Keep in Touch” notices to parents, and web-site postings. Citizen comment from each meeting was captured in summaries posted to the FCPS web page after each meeting. Scenario details (maps and impact tables) were similarly posted.

The following section summarizes the reviews undertaken with affected communities and resulting boundary change recommendations. Detailed outlines of these recommendations describing the geographic areas and numbers of projected students are presented in Appendices A and B.
