Background Information

Current Board Policy defines the total in-school work day as 30 minutes before and 30 minutes after the end of the students' school day. In support of our Professional Learning Communities initiative, it is being recommended that building principals, in collaboration with school staff, review the use of this time (5 hours per week). A change in Board Policy is necessary in order to allow for flexible use of the extended time within the professional staff schedule. If approved, building leadership will be asked to submit any recommendations on how the daily schedule would be revised to provide for regular collaboration and/or extended student support. The appropriate Assistant Superintendent will review the submitted proposals and approve appropriate and effective uses of this extended time.

An example might include the following parameters: 30 minutes before school four days per week, 15 minutes after school five days per week, leaving an additional
105 minutes on the fourth day for teachers to collaborate or provide tutoring for students one day per week before and/or after school. This is just one of many scenarios that might be considered in an effort to support the needs of teachers and students in a Professional Learning Community.

As building leadership reviews this available time, they will be asked to ensure safety of students, maintain supervision requirements, communicate with patrons, and consider staff's personal commitments including their own families/children. The goal of this policy revision is to provide the flexibility for each school staff to utilize the time available to them during the work week for the greatest good of each student. Schools will have the right to maintain the current structure of 30 minutes before and 30 minutes after if they so choose.

Administration recommends that the Board approve the first-reading of Board Policy GCJ.

Our adopted rules of Parliamentary Procedure, Robert's Rules, provide for a consent agenda listing several items for approval of the Board by a single motion. Most of the items listed under the consent agenda have gone through Board subcommittee review and recommendation. Documentation concerning these items has been provided to all Board members and the public in advance to assure an extensive and thorough review. Items may be removed from the consent agenda at the request of any board member.
