Board of Education Mission Statement
The mission of the Howard County Board of Education is to provide leadership for excellence in teaching and learning by fostering a climate for deliberative change through policy and community engagement.
WHAT ARE YOU SEARCHING FOR IN BOARDDOCS?

1. Approved meeting minutes and Board Reports are found under the “Meetings” tab in each individual meeting.

2. All Board of Education policies are located under the “Policies” tab. There is a choice of active and under consideration. Active are current policies and under consideration are policies that are up for review.

3. The following items are located under the “Library” tab - General:
- Contact the Board
- Board of Education Clusters
- Meeting Participation
- Resolving Concerns (Ombudsman)
- Quarterly Agendas
- Meeting Schedules for the Board of Education
- Board Meeting Summaries
- Superintendents and Board Members (List of Past and Present)
- Many other items

4. Also under the “Library” tab are current Board Members’ information, Events, and HCPSS Strategic Goals.

HOW TO DO A SEARCH USING THE NEW SEARCH TAB:

Simply click on the “Search” tab and enter in your criteria. Then, select which document types to search, including attachments. When you are ready, press Search. Immediately, results are returned in the display pane. Click on the item and it will be shown in the pane to the right. Note that most attachments will show in the right pane rather than in a new window.

The Board of Education of Howard County minutes would be searchable as meetings and attachments – not minutes. If you need any assistance, please do not hesitate to contact the Board Office at 410-313-7194.

The Board of Education of Howard County is using the Internet to enhance governance and communication with the public through the use of BoardDocs. Documents for Thursday Board of Education meetings will be posted publicly three days preceding the meeting. BoardDocs not only saves time and resources, but also provides public access to the information that Board Members use to make decisions.

BOARD MEMBERS:
The Board of Education of Howard County is responsible for setting local education policy consistent with state and federal laws governing public education. At the direction of the Board, the Superintendent and the school system's administrative staff develop procedures and administrative regulations to support policy decisions. The Board is composed of seven members elected at-large for four-year terms, and a student member elected by students for a one-year term.

BOARD RESPONSIBILITIES:
- Expressing and representing the views of the community in matters affecting education.
- Determining educational standards and goals.
- Exercising leadership for the operation of schools.
- Allocating money for school operational needs and building programs.
- Authorizing specific expenditures from county, state, and federal sources.
- Authorizing curriculum development and revision.
- Appointing and setting the salaries of the superintendent and, based on recommendation of the superintendent, all professional personnel.
- Interpreting the educational program and needs of the school system to the community.
- Acting in a quasi-judicial role in appeal hearings.
