RECOMMENDATION
: Approve the Mandarin Chinese World Language articulation pattern through the Point Loma Cluster which includes support for:
0.4 FTE teacher allocation for the 2009-10 school year ($36,000)
allocation for materials, supplies and curriculum development of Mandarin Chinese 1-2, 3-4, 5-6, 7-8, AP beginning in 2009-10 ($29,400);
the addition of Grade 6 to the Barnard Mandarin Chinese Language Magnet School for the 2010-11 school year ($46,250);
transportation allocation to continue the Magnet School Mandarin Chinese World Language articulation pattern through Correia Middle School (Grades 7-8) in 2010-11 and Point Loma High School (Grades 9-12) in 2011-12 ($51,368 to $267,540 per year);
FISCAL IMPACT
: Costs will range from $48,900 to $430,558 over the next three years. Continued support for the transportation of non-resident students to the Magnet school programs will be ongoing following transportation guidelines. Start-up costs for adding sixth grade at Barnard ($46,250) would be supported through State Facilities School Funds and Unrestricted. Secondary teacher support (0.4 FTE @ $36,000 for 2009-10 only), World Language books and materials ($25,500) and new language course curriculum development ($3,900) would be supported through Unrestricted. Additional transportation costs to Correia Middle School and Point Loma High School ($51,368 to $267,540 per year) would be supported through Unrestricted/Targeted Instructional Improvement Block Grant.

BACKGROUND
: The purpose of the Mandarin Chinese World Language Articulation Plan is to accelerate student achievement, promote desegregation by increasing elementary and secondary parent/student school choice options and to participate more fully in the global community by offering the Mandarin Chinese World Language through the Point Loma High School cluster articulation pattern. Point Loma cluster parents, school staff, and district staff have convened on numerous occasions to discuss plans for offering Mandarin Chinese as a World Language option to meet the University of California 'a-g' requirement. Many district students attend Point Loma cluster schools through School Choice programs including Magnet, Voluntary Enrollment Exchange Program (VEEP), NCLB Program Improvement School Choice, and Open Enrollment. These school choice programs will not be discontinued.
It has become apparent that a middle school and high school magnet option be considered as Barnard students articulate. Assuming current recruitment rates into the Mandarin Chinese Magnet program, Barnard enrollment is likely to grow from 183 as a K-4 school in 2008-09, to approximately 370 K-6 students in 2010-11. To meet this need within the magnet site’s high school boundary, Barnard will add sixth grade in 2010-11.

Barnard attendance zone parents not wishing their students to participate in the immersion program will have alternative resident school status at Loma Portal and Ocean Beach elementary schools.
The Mandarin Chinese World Language Magnet Schools’ articulation plan will include Barnard Elementary Mandarin Chinese Magnet (K-6) to Correia Middle School (7-8) to Point Loma High School (9-12).

In order to support the districtwide Mandarin Chinese Language program and articulation pattern, transportation will begin in 2010-11 for Correia and Point Loma High School in 2011-12. The six elementary schools (K-4), Cabrillo, Dewey, Loma Portal, Ocean Beach, Silver Gate and Sunset View and Dana School (5-6) will continue the Voluntary Enrollment Exchange Program (VEEP) School Choice program through its current articulation pattern to Correia Middle School and Point Loma High School.
The Point Loma Cluster secondary schools have embraced the Mandarin Chinese language coursework. During the 2008-09 academic school year, at no cost to the district, the College Board provided Mandarin Chinese teachers from China. Point Loma High School offered two sections of Mandarin Chinese 1-2 and Dana School offered one enrichment (zero period) section of Mandarin Chinese. District support is requested for the 2009-10 school year for the 0.4 FTE teacher allocation and materials/supplies required to continue the Mandarin Chinese World Language program already established in 2008-09 at Correia Middle School and Point Loma High School.
