RECOMMENDATION: Review and accept the School Assistance and Intervention Team (SAIT) Third Progress Report for Wilson Middle School and the Seventh Progress Reports for Marshall Elementary and Mann Middle Schools.

This action is a requirement of the Public Schools Accountability Act (PSAA) of 1999 for schools participating in the Immediate Intervention/Underperforming Schools Program (II/USP) and High Priority Schools Grant Program (HPSGP). The PSAA established the II/USP for schools in deciles one through five on the Academic Performance Index (API) that fail to meet their API growth targets. Participating schools that do not meet acceptable progress criteria are identified as state-monitored.

The State Board of Education requires the district to enter into a contract with a SAIT provider on behalf of a school. The SAIT provider is responsible for assessing the degree to which the school is implementing the nine Essential Program Components (EPCs) and provides the Report of Findings and Correction Action Plan.

The board approved a contract with Perry and Associates to provide SAIT teams for Marshall Elementary and Mann Middle Schools on December 12, 2006 and Wilson Middle School on December 11, 2007. The board reviewed the Corrective Action Plan for Marshall and Mann on February 12, 2007 and for Wilson on March 1, 2008.

The SAIT provider is required to assess a school’s progress three times per year, and to produce three monitoring reports annually that inform the local board, district, school, community and CDE of a school’s progress towards implementing the correction action and targeted benchmarks.
Wilson Middle has fully achieved 17 of its 32 benchmarks and substantially achieved 15.

Marshall Elementary has fully achieved 16 of its 44 benchmarks, substantially achieved 10 and partially achieved 18.

Mann Middle has fully achieved 17 of its 53 benchmarks, substantially achieved 32, and partially achieved 4.
