RECOMMENDATION
: Adopt Agreement with the California School Employees Association (CSEA), Chapter 788 – Office-Technical Business Services (OTBS), as the exclusive representative of the Classified Bargaining Unit, for the 2008-09 reopener negotiations of Article 7-Wages and Article 9-Health and Welfare, in accordance with Section 3547.5 of the California Government Code and Section 1031 of the Bylaws of the Board of Education.

BACKGROUND:
Negotiations for 2008-09 reopeners began on February 26, 2009. The negotiating teams came together a total of seven times. At the bargaining session on July 2, 2009, the district and CSEA/OTBS agreed to withdraw all proposals previously submitted and to remain status quo on Article 7-Wages and Article 9-Health and Welfare Benefits. This action closes bargaining for the 2008-09 reopeners.
