RECOMMENDATION: Approve the purchase of Gates-MacGinitie Reading Test (GMRT) materials and scoring services to conduct a Fall 2009 reading assessment at Grades 3-10. This purchase includes purchase of consumable test booklets and publisher scoring at Grade 3, replacement test booklets at Grades 4-10 for those damaged during last year’s administration, and on-site scanning fees for tests administered at Grades 4-10.

FISCAL IMPACT: Total cost not to exceed $264,502.49 from School and Library Improvement Block Grant. Funds have been budgeted and are available in the department’s account 5473-03250-00-4305-3160-0000-01000-0000.

BACKGROUND: The Gates-MacGinitie Reading Test (GMRT) was identified in the district assessment system, approved by the Board of Education on May 27, 2008, as part of the District Promotion/Retention Plan. Results of this assessment are used by site staffs to plan instruction and identify students for reading intervention programs. During the spring of 2009, the district committees that reviewed the district’s implementation of Response to Intervention (RtI) and required assessments agreed to continue using the GMRT as the screening assessment for reading at Grades 3-10.
