RECOMMENDATION
: Approve agreement with the Portolan Group, effective August 1, 2009 through January 31, 2010, to monitor budget reductions and continue to reduce expenses in the 2009-10 school year.
FISCAL IMPACT:
The total amount of the contract is $54,000. This is a significant reduction from the previous six month contract for $150,000. The purpose of this contract is monitor budget reductions already made and to continue to reduce district expenses in the 2009-10 school year.
BACKGROUND:
The Portolan Group has provided consulting services to San Diego Unified for the streamlining and budgetary efficiency of PPO, Transportation, and other departments. Phil Stover, President of The Portolan Group, has been the principal provider of services by The Portolan Group. Many budgetary reductions have been made and now the district needs to make sure that the changes agreed upon are thoroughly implemented. Mr. Stover will continue to provide these services at a reduced level.
Mr. Stover’s role for the following six months will include:
Monitoring and review of all district reorganization efforts implemented during the 2007-08 and 2008-09 school years and changes scheduled to be implemented in 2009-10, including providing written reports to the Superintendent and board regarding the same on a monthly basis;
Coordination with budget/finance and operational departments, the review of YTD spending per budget line item; and
Provision of services as requested by the Chief Financial Officer, Chief, Special Projects Officer, Superintendent, or school board members.
The Board of Education will review these services and this contract no later than 45 days prior to the end of the contract to determine whether to continue the contract or to alter it in any way.
