RECOMMENDATION: Adoption of the Tentative Agreement between the District and the California School Employees Association (CSEA), Chapter 759, as the exclusive representative of the Paraeducators Bargaining Unit for the Collective Negotiations Contract effective July 1, 2008 through June 30, 2010, in accordance with Section 3547.5 of the California Government Code and Section 1031 of the Bylaws of the Board of Education.

FISCAL IMPACT: There is no fiscal impact. Article 7 – Wages and Article 9 – Health and Welfare benefits remain status quo from the previous contract adopted by the Board of Education on May 22, 2006, WHICH expired on June 30, 2008. No monetary value was associated with changes made to 2008-10 contract.

BACKGROUND: The Paraeducator’s initial proposal was presented to the Board of Education on May 13, 2008, beginning the sunshining process. The sunshing process was completed with the Board of Education’s adoption of the district’s initial proposal on June 20, 2008. Bargaining sessions between the district and the Paraeducators began on January 28, 2009. The bargaining teams met a total of eleven times between January 28, 2009 and May 20, 2009. The parties reached a Tentative Agreement on July 29, 2009.
