RECOMMENDATION:
(1) Deny the proposed charter petition; (2) Adopt the following findings in support of its decision: (a) the proposed charter does not contain a reasonably comprehensive description of the means by which the school will achieve a racial and ethnic balance among its pupils that is reflective of the general population residing within the San Diego Unified School District; and (b) the petitioners are demonstrably unlikely to successfully implement an educational program that includes a student population that is reflective of the general population residing within the San Diego Unified School District; and (c) approval of the charter school which will likely have a student population that is almost all African American of Somali descent would be inconsistent with maintaining schools that are not racially isolated; and (3) Adopt the facts set forth above in this report in support of its decision.
FISCAL IMPACT:
The district does not receive any average daily attendance funds for students enrolled at charter schools. The charter school anticipates a maximum enrollment of 200-400 students.
BACKGROUND:
The submission of petition materials to the district was completed on March 27, 2009. The public hearing for this charter petition was held on April 21, 2009. The parent company for this school is the same as the parent company for Iftin K-8 Charter School, an existing district school approved by the board on January 11, 2005. District staff have reviewed the proposed charter and staff’s comments and recommendations have been provided to the charter school petitioners. The petitioners have agreed to make, and have made, most of the requested changes consistent with staff’s recommendations. Staffs’ signed review sheets are attached to the report. The final revised charter petition is also attached.
